NTSB versus UAE approach to “probable cause”

It will be interesting to see if the UAE equivalent of the NTSB will cite the inability of the pilots to see as the probably cause. We look at the last event that could save the pilots and passengers and the failure to prevent it as the reasonable probably cause. But in many cases, the NTSB goes way back. For example, in the Cessna 310 "smoke in the cockpit" accident, the NTSB said that the probable cause of the accident was the culture in the NASCAR maintenance department. No one can fault the NTSB for wanting to foster a good safety culture anywhere but "probable cause" it was not.
